City of Harlingen, Texas Considers Ordinance to Protect Wild Parrots

Harlingen, Texas, is a bird-friendly city that will be host to the 18th annual Rio Grande Valley Birding Festival this November. Harlingen is also home to a great number of wild parrots these days, and, as reported in the Houston Chronicle, the City is now taking steps to protect them.
